Russia has recognized Donetsk and Luhansk, two isolated regions controlled by pro-Russian rebels in eastern Ukraine, as independent states. President Vladimir Putin has ordered troops to be sent there to maintain peace.
Following Putin's announcement, the United States imposed sanctions on Russia and the Russian-backed territories of Ukraine.
White House Press Secretary Jane Sackie said President Joe Biden would issue an executive order banning new US investment, trade and financing in the Donetsk and Luhansk regions of eastern Ukraine. Donetsk and Luhansk are two isolated regions of Ukraine.
