Now the government led by Bangladesh Awami League is in power. Their followers are supposed to be good everywhere now. But the Department of Education Engineering is in back gear. Pro-Awami League engineers and officials are very much cornered there in fear of transfer inside them instead of facilities.
Not only that, about 60 percent of the projects of the Department of Education Engineering are under the control of corrupt and pro-BNP-Jamaat engineers. Controversial engineers are also in a better position. The head office of the department has 38 luxury cars and 28 cars are used by those pro- BNP Jamaat people. A controversial leader of the Diploma Engineering Association is riding in a Pajero brand car. But the field level executive engineers are riding in old obsolete cars. The dispute between the diploma and graduate civil engineers is extreme. Chief Engineer (Current Charge) Bulbul Akhtar has sided with the diploma engineers for with Diploma Engineers to maintain commission trade and dominance. Due to this internal conflict of EED, the implementation progress of 14 projects of the Directorate of Secondary and Higher Education (DS&HE)) including its own is very low. DS&HE is worried about the implementation of the projects.
Earlier this year, a controversial and two pro-BNP engineers were posted at the EED headquarters. An Awami League supporter has been transferred to Sylhet. Based on the advice of the contractors, a pro-BNP engineer from Panchagarh and another engineer from Jhenaidah have been posted in Dhaka. Obaidul Islam, a retired superintending engineer was often seen meeting at the EED with about a few contractors. He introduced himself as an advisor to the chief engineer. The pro-Awami engineers are spending restless time in the reckless activities of these three pro- BNP-Jamaat engineers.
Awami League supporters, cornered by the BNP-Jamaat supporters demanded an end to it. They sent a petition on behalf of EED Officer – Employee Parishad. The petition signed by Khademul Haque, said the current chief engineer of the EED Bulbul Akhtar, has been damaging the image of EED due to various misdeeds and extreme corruption.
The name of Shakhawat Hossain Manik, own younger brother of Engineer Bulbul Akhtar, was also mentioned in the application. It was mentioned that Shakhawat Hossain Manik in 1994 was the Baitul Mal secretary of Rajshahi City Islami Chattra Shibir who is now the assistant inspector of education department of Rajshahi division as well as he is a Rokon of Jamaaat -e- Islami.
Bulbul Akhtar, the chief engineer of the EED, could not be reached for comment.
