Cabinet directs ministries to avoid excess price of project goods

Dhaka: The Cabinet Division has instructed the Ministries and Departments to be vigilant in the screening of the project so that the products of the project do not show abnormal than the market price.

The directive was sent by the Cabinet Division to senior secretaries / secretaries of all ministries and departments on Monday (September 21).

Recently, various ministries / departments and subordinate agencies have been discussing the issue of additional expenditure on various projects, which has embarrassed the government. In that context, the directive of the Cabinet Division was issued.

According to the directives of the Cabinet Division, the budgets of the Ministries / Departments allocate the required funds for the approval of projects in the corresponding financial year in the 'reserved allocation for-unapproved projects' sector and in the projecting fiscal year.

It is to be noted that various Ministries / Departments under their mid-term budget framework are taking up projects beyond the ceiling in the respective Fiscal Years. As a result, the allocation of ongoing projects is not in line with the government's revenue. Besides, it is not possible to allocate as per the requirement in all the projects due to non-ceiling projects.

It is to be noted that taking projects beyond estimates and projections is not consistent with the sound financial management of the government.
In this situation, the Cabinet Division has requested the Ministries / Departments to be aware of six issues.

>> Ministries / Departments have to take up the project within the ceiling allocated in the year for estimating and projecting funds under their medium term budget structure.

>> In the case of investment projects above 50 crore, the feasibility of implementation must be verified.

>> To be more careful in project verification and selection so that abnormal market value of any product is not displayed.

>> In the project adopted on G-to-G (Government-to-Government) basis, arrangements should be made to appoint consultants in the form of GoB.

>> There is a need to be more aware of the issues during project selection / approval.

>> In case of special projects of state and public importance, if additional money is required, the consent of the finance department has to be obtained beforehand.
