Govt. tough for ensuring fair HSC examination

Dhaka,(Barta24): The law enforcing agencies will be ever vigilant for checking the leakage of question papers and rumor centering the ensuing Higher Secondary  Certificate (HSC) and Equivalent Examinations beginning from April 1. Again to check the leakage of question papers this time the paper packet containers for confidential documents will be of more secured aluminum foil packets.

Meanwhile the education Minister Dr. Dipu Moni held a meeting with the law enforcing agencies and the concerned on last March 25 at her secretariat office. In that meeting all the problems faced by all concerned centering the public examinations in the past particularly the social media and the rumors spread where the question leakage took place. To check this the law enforcing agencies and the administration were given strong directives.

This time the question papers will have to do the sorting before the scheduled date of three days according to sets and preserve those in security packets.

Regarding the measures the Minister Dr. Dipu Moni told Barta24.com that we have taken all measures to check leakage of question papers. The BG press has been directed to seal the confidential documents in aluminum foils instead of conventional paper packets. The carrier of the question papers cannot carry cell phones. The question papers will go to the centers under police guard.

It is learnt from the ministry of education sources, in case of districts the question papers will be kept in treasury and in case of upazillas those will be kept in the lockers of police stations. While taking delivery of the question papers from respective lockers no one engaged in the responsibility must not carry any cell phone. While carrying to the centers the transports shall not have black tinted glass. For each center one Executive Magistrate shall be appointed (Tag officer) who will carry the  designated set of question papers to the center under police protection.  The set code will be disclosed 25 minutes before the examination begins. According set code the packets will be opened after the joint signature of the Executive Magistrate and Police officer on duty.

During the printing of question papers, the BG press employees will remain under the vigilance of the law enforcers. The detailed activities taken regarding the movement of question papers shall have to be written in a manual and all actions shall be taken as per manual. The centers will have to be kept free from the intrusions of the outsiders otherwise the violators will be brought under law.

The ministry has given strong directives to take legal actions against the head of the institutions and the teachers for their any illegal activities. If necessary the concerned center will be cancelled. The offender teachers will be suspended and departmental actions will be taken. If they are non-government teachers  his MPO will be withheld and the governing body (GB) of the institution will   dismiss them from service. If the GB fails to take action then the administration will dissolve the GB and accordingly inform the ministry.

There will be strong vigilance on the social media to check leakage and spread of rumors. The particular cell number for doubtful money transactions will be brought under the government scanner.

Meanwhile the respective chairmen of various education boards held meetings with the officer in charge of the examination centers. The boards have formed monitoring committees to observe the social media. Moreover for the venue centers separate trunks and packets have been prepared which will go the venues from the treasury. The regular and irregular students have been given separate digit roll numbers.

It is to be mentioned here that HSC and equivalent examinations will begin from April 1. According to the routine published the theoretical examinations will end on May 11. This year at 2579 centers of 9081 institutions 13 lakhs 51 thousand 505 students will appear the examination. Of the total examinee 6 lakhs 64 thousand 496 are male while 6 lakhs 87 thousand 09 are female students.
