In special terms and in government institutions / agencies in which there is a competent qualified manpower crisis, the formal activities are kept in place by appointing qualified military / civilian officers / employees and the government on contract the qualified person from the public.

Apart from this, due to administrative and litigation complexes, which are not possible to recruit fast, efficient manpower is appointed to tide over the crisis by providing contractual appointments to retired government officials / employees at those agencies at the request of the administrative ministry. Unless contractual appointments are made, normal office activities are likely to be hampered.
