The word ‘Foresight’ is coming to my mind again and again. In explaining the meaning of the word English ‘Foresight’, the Cambridge Dictionary has explained - 'The ability to judge what is going to happen in the future and plan your actions based on this knowledge' - that is, based on what exactly is happening now and what is going to happen in future. Set up an action plan on the basis of that. The singular Bengali meaning of the word is ‘foresight’. It sounds pretty heavy. If anyone does that, or can do it — we respect him, we owe him. As a Bangalee I have the right to say that Bangalee as a nation has never come close to this qualification. ‘Let me see what the rascal does’ relating to the story of the ‘thief and the housekeeper’ is most similar to our attitude. I don't like to repeat the story. Because all the readers know it and I understand why I am talking.

There is no point in saying that the picture that we are now visualizing during the corona pandemic and everything we have done in the near past, the incidents that took place, measures we took, the predictions we have made, whatever we did- it is very much to say that we did it with foresight.

There is no chance of making such claim of doing with foresight after the death of Dr. Md. Moyeenuddin on Wednesday (April 15), Assistant Professor of Medicine at the MAG Osmani Medical College Hospital, Sylhet. Dr. Moyeen himself was infected by the corona virus while giving treatment to the corona patients. This specialist physician died while undergoing treatment at Kurmitola General Hospital in Dhaka. He died after fighting with corona for ten days.

Just a month back. The day was March 16. Our Health Minister was said there is nothing to fear about the corona virus. So far no corona virus infected has been identified in the country. So there is nothing scary about it. Then, what happened in a month is not unknown the havoc is happening in the country by this little invisible Covid -19. On April 15 we have lost the first doctor in the country. Fifty names were added with him in the procession of death. 1231 people infected. The media quoting the government's calculations is saying that now transmissions are spreading throughout the capital. Infections have been detected in more than half of the capital's areas. About 56 percent of the total patients identified in the country are residents of the capital. The infection has been detected in 22 districts of the country.

If we look at the latest graph published on barta24.com, the curve of Bangladesh is rising steeply. On last April 2, the new attack was 2 people, on April 4 it became 9 people, April 5 was 18, April 6, was 35, on April 8 it was 54 people. And on April 9, it increased to 112 people. This was more than double of the previous day. The number of new infections dropped slightly on April 10 and 11, though the new infection was 90 and 58 respectively, but on April 12, the number just jumped to 139. Then it does not looking back. Every day a new record is set. On April 13, 182 people were newly infected. On New Year's Day, it crossed 200 i.e. it became 209. And on April 15 it rose to 209.

The upward trajectory of the corona virus says, we had no idea in March, what dreadful situation is going to happen in April.

Here we can see the example of New Zealand. The country was not attacked in that way. Being a high tourist-dependent country, only one people have died in corona in this country. The number of infected is around one thousand. Four people are in critical condition. Prime Minister Jasinda Ordran's statement to the Kiwi people was such as, "Suppose you being a Covid -19 patient is locked in your house, and keep others out of your reaches."

Again Vietnam? It is a country like ours. But not a single person died by the virus. 255 people were infected. There is no new infection now. How? The country decided to close its educational institutions on February 2. During that week, 14 days of isolation was made mandatory for anyone coming from abroad. Be it China or Djibouti or Papua New Guinea. Two weeks later, in the third week of February, people from parts of the country, including Hanoi were sent to mandatory quarantine for 21 days. This brought the initial success to the country. The country got praise from the world. Despite being in such a good condition, the Vietnam government sent the country to a total lockdown from March 31 as the epidemic of Covid-19 continued to increase in many countries around the world.

Just after one month two weeks the day Vietnam closed down the educational institutions, our two ministers in charge of our education said that there was no situation to shut down the educational institutions. However, the decision will be taken as directed by the Ministry of Health. Later, when the situation became very serious, we closed the educational institutions for two phases now have been closed indefinitely.

In the second week of February, Vietnam imposed a14-day isolation on immigrants, and Bangladesh was only stuck in China at that time. Later, when the situation started worsening in Italy and the migrant Bangladeshis began to return in large number, a little restriction was imposed, but not much control was possible. In the second week of March the returnees were given a requesting letter to stay in home isolation. In the fourth week the stamping of seals on the hand after throwaway testing has begun.

Flights from China and Italy continued. After arriving they started clashes at the airports. They started fleeing traceless. They did not keep themselves aloof from the public. Some got married, some attended social functions. The returnees attended prayer in the mosques, Milad Mahfil, circumcision function and so on.

But Vietnam socially resisted it. It is the responsibility of the neighbor to check if anyone is coming from abroad. It gives results.

The very day in March, we told the countrymen there was nothing to fear. On that very day, President Macron of France issued a war like situation in his country. He told each citizen to stay indoors for 15 days. In his speech to the nation, he said, we are now engaged in war. Further, he told that the enemy is invisible. Against which all have to come together in a common fight.

The movement of every citizen of the French was ultimately regulated. Everyone was confined in the house. Only the emergency services and there people will move out. And if anyone disobeys this instruction, they will be punished.

Do we still have a real lockdown when this is look of the world? Could not. Now we are announcing part lockdown. People are wandering around for no reason. While capital is somewhat possible, the situation in other parts of the country is uncontrollable. In the meantime, a group of garment workers were brought to Dhaka and sent back instantly through wrong handling. In the name of giving relief public gatherings are being held almost every day. In Narayanganj, there was an agitation procession.

It is not known exactly where this uncontrolled management and the consequences of foresight lacking will go!

   

One arrested on charges of tourist rape in Inani, Cox's Bazar

A young tourist was raped at Inani Beach in Cox's Bazar. In this incident, the police arrested the accused Mohammad Nizam (44).

The victim is a resident of Ibrahimpur area of Kafrul, Dhaka. And the accused Nizam is the son of Shamsul Haque of South Kadamtali of Ward No. 7 of Narayanganj City Corporation. Earlier, on April 15, the young woman went on a trip from Dhaka to Cox's Bazar with another girlfriend.

The officer-in-charge (OC) of Ukhia police station confirmed the truth of the incident. Shamim Hossain said, "The accused Nizam has been arrested by the police. The victim was examined at Cox's Bazar Sadar Hospital on Wednesday afternoon. In the evening she left for Dhaka. In this incident, on Wednesday, the victim, the young woman, said at the Ukhia police station. A case has been filed against Nizam under the Prevention of Women and Children Act.

According to the statement of the case, the plaintiff went to Cox's Bazar from Dhaka on April 15 with a girlfriend. She got up to room 402 on the ground floor of 'Rose' Cottage at La Bella Resort on Inani Beach in Ukhia. Mohammad Nizam, a person known a month ago, came with them. He went to room 401 next door. Nizam was the previous acquaintance of the girlfriend who accompanied the plaintiff in the case. On Tuesday (April 16) around 11:30 am, the girlfriend went to the beach. Plaintiff was staying in room no.402 due to headache. Around 12:30 PM, Nizam entered the room, closed the door and raped her. Nizam ran away when the hotel people came forward on her self-scream. After calling 999 number of emergency service, the police of Ukhia police station reached the spot and rescued the plaintiff. Next police raided Inani area and arrested the accused Nazim.

Ariful Islam, the manager of La Bella Resort, said, "On April 15, Md. Nizam came to the resort at noon. Nizam rented two AC rooms. Two women went to room number 402. Nizam went to room 401 next door. Nizam introduced the two young women as cousins. Before the police reached the spot, no one told them about the rape of the young woman in the resort room.

Gaibandha Jail authority accused of stripping and torturing female prisoners

Inside the Gaibandha District Jail, a female inmate was allegedly tortured by a prison guard after she stripped another woman of her clothes and tied her hands and feet for 'seeing illegal activities'. In order to keep the incident a secret, threats of death and disgrace are being given. The incident is being investigated after the complaint.

The victim is an under trail prisoner (UTP), 34 of Chou Pukuria village of Birganj upazila of Dinajpur district. She has been in Gaibandha jail for almost 5 years in a drug case.

Describing the horrific incident inside the Gaibandha District Jail, the mother of the victim utp has filed a written complaint with the Deputy Commissioner of Gaibandha to take better medical care, necessary measures to save life and dignity and to take legal action against the torturers. A copy of that complaint has been received by Barta24.com.

The accused in the incident are Gaibandha Jail Chief Warden (Subedar) Ashraful Islam and female inmate Meghla Khatun. Apart from this, the other accused are female prisoners Rehena and Alefah. Prison guards Tahmina, Shabana, CID Anees and Habildar Mustafa.

In the complaint given to the Deputy Commissioner on April 16, it is mentioned that UTP (34) has been in Gaibandha District Jail for almost 5 years in a case. A few days ago, during his stay in the jail, Subedar Ashraful Islam, who was working in Gaibandha District Jail, "saw illegal activities" between another female inmate. Because of this, Subedar Ashraful and the female inmate became angry with the victim and if she told anyone about the incident, they started showing fear and threats that she would be killed by suicide or died of heart attack inside the prison. It is alleged that the victim UTP repeatedly told them (Subedar Ashraful and the female inmate) not to tell anyone about the incident, but Subedar Ashraful and the female inmate were allegedly mentally torturing the victim in various ways inside the jail.

Apart from this, Subedar Ashraful tried to molest the victim several times by pulling her hands and her clothes, teasing her with bad proposals on different dates and times to hold her hostage. After failing to fulfill the wishes of Subedar Ashraful despite various temptations, her associates called the victim UTP’s husband to Gaibandha Jail. It is mentioned in the complaint that the accused broke up the family of the victim UTP by giving false and offensive information against her.

When the victim Hajti informed the Jail Superintendent about these incidents, Subedar Ashraful claimed that the Jailer is his man, he (Subedar) has transferred the Jailer to this jail by spending his own money. The district showed intimidation and threats claiming that he (Subedar) could not be prosecuted. At one point in the afternoon of March 20 this year, under the leadership of Subedar Ashraful, women prisoners Meghla Khatun, Rehena, Alefah and prison guards Tahmina and Sabana systematically beat Seema with sticks on her head, waist, chest, back, knees of both legs and other parts of her body in the inner balcony of the women's unit of the district jail. . Female inmate Meghla allegedly bit the victim's right arm and tore off the flesh.

Not only that, Subedar Ashraful, CID Anis and Habildar Mostafa gong entered the women's unit of the jail, dragged the victim out from the balcony of the women's unit, took her inside the cell, put on handcuffs and tied both her legs with a rope and stripped her naked with a stick on the sensitive parts of her body (two thighs). ), began to beat on the feet. At that time, the torturers threatened once again that if any of these incidents were revealed outside the prison, the victim UTP would be beaten to death and claimed to have died of a heart attack.

The complaint also mentioned that the mother of the victim UTP went to Gaibandha Jail several times to meet her daughter but was not allowed to meet her daughter. Finally, when the victim went to the court on the date of court appearance, the mother met the daughter. On that day, the victim UTP gave a harrowing account of the incident to the mother and showed the marks of injuries on various parts of the body.

When asked about these allegations, Ashraful Islam, the alleged chief Warden of Gaibandha District Jail, told Barta24.com on mobile phone, "I am not involved in the matter." I don't know why my name is coming up. The incident was a month ago. He claimed that the incident was during the duty of Mustafa, another chief Warden here. But I don't know why my name is there.

Barta24.com could not get his statement even though the current prison guard mentioned the name of the previous chief prison guard, Mustafa.

When asked about the complaint, the other accused female prison guard Tahmina Akhtar told Barta24.com on mobile phone that the complaint is completely false. Allegations have been made stating the opposite of what happened that day. At that time, he claimed that this prisoner made these false allegations with the help of a female prison guard named Arefin and her husband.

Besides, this prisoner is accused in several cases and in most cases there are several complaints and cases against him for raising hands on the administration. Jailer Tahmina also claimed that a woman named Shabana raised her hand on the Jailer on the day of the incident.

Javed Mehdi, Jail superintendent of Gaibandha prison, told Barta24.com that the ADM came to investigate yesterday. A report is being prepared against everyone involved in the incident.

In response to a question, he said that a matter has arisen between the parties and the opposition regarding the inside of the prison which cannot be said over the phone. However, action is being taken against everyone involved in the incident.

Additional District Magistrate (ADM) Md. Moshiur Rahman told Barta24.com that I investigated the matter after receiving the complaint. I will submit the investigation report to the Deputy Commissioner very soon. After that, the District Administration will take necessary action against those involved.

Unsafe journey of safe train

Train is considered as one of the safest transport in the world. This huge vehicle runs with thousands of passengers. Moreover, as the fare is relatively low compared to other transport, it is also popular among people of all professions.

The first railway in Bangladesh was established in 1862 by the British. Bangladesh did not exist then. On 15 November of the same year, Eastern Bengal Railway, the predecessor of Bangladesh Railway, opened the first railway line extending from Darshana Railway Station to Jagati Railway Station.

Being safe and economical, its popularity gradually increased. The length of railway lines has increased. New districts and upazilas have been brought under the network of railways. Many places have changed from single lines to double lines.

Railways are still the main means of transport for people in neighboring India. There, the development of railways in Bangladesh has repeatedly stalled due to corruption, mismanagement, lack of planning and years of losses. Although the development of railways has been noticed recently, its safety is still neglected.

The biggest railway accident in the history of the country took place on January 15, 1989. 170 passengers were killed when two trains collided head on at Mazukhan near Tongi. Another 400 people were injured. On February 2 of the same year, a train derailed near Chattogram, killing 13 people and injuring 200.

In addition, on March 22, 1983, 60 people were killed when a few spans broke while crossing the bridge near Ishwardi, 27 people died in a fire in the coach of Simanta Express bound for Parbatipur from Khulna on January 13, 1985, 25 people fell into the river when the train derailed near Bheramara on March 15, 1986 due to vandalism by the Sarbahara party. On January 13, a local train from Goalundo to Parbatipur, standing at Hili station, was hit by the Simanta express from Syedpur to Khulna. More than 50 passengers of two trains lost their lives in the head-on collision. Innocent passengers lose their lives every year in train accidents.

On August 5, 2023, the Shipping and Communication Reporters' Forum (SCRF) identified nine causes of accidents through monitoring and discussions with experts on rail transport systems and accidents.

The reasons are:

Indifference of the authorities, defects in signaling system, dangerous level crossings, addition of extra coaches to the engine capacity, shortage of stones in the railway line, dangerous railway bridges, lack of modern technology, shortage of manpower and shaky track as well as use of various materials including low quality sleepers and fishplates in the railway line.

Recently two new factors have been added to this. Train accident due to bending of railway line and breaking of equalizer beam in summer.

On March 4 of this year, at least 15 feet of railway line was seen bending near Azampur station of Akhaura upazila of Brahmanbaria on Sylhet-Dhaka railway. If the railway line bends in the relatively mild heat of March, it is a matter of consideration how safe the train journey will be in the scorching heat of April and May.

On Wednesday (April 17), the derailment occurred due to the breakage of the equalizer beam of the Dhaka-bound Jamuna Express train which left Tarakandi in Jamalpur, according to railway rescue workers. If this is correct the question remains as to the competence of those involved in its maintenance. Otherwise their extreme indifference is noticeable.

The intense heat wave is sweeping over various parts of the country, including the capital Dhaka, which may continue for a few more days. As a result, the risk is increasing in trains, which are known as the safest means of transportation. Fatal accidents can occur due to overheating of railway tracks.

Mehdi Hasan Tarek, Assistant Executive Engineer of Akhaura Section, said that the temperature of 45 to 46 degrees Celsius is tolerable on the railway line. If somehow the temperature of the track rises to 48 to 50 degrees Celsius, then passenger trains have to run at a maximum speed of 40 kmph and freight trains at a maximum speed of 30 kmph. Otherwise, due to excessive heat, the railway line may bend somewhere and cause a fatal accident. In that case, if the temperature of the railway line is regularly monitored and measures are not taken, the possibility of a major accident cannot be ruled out at any time.

A fire has occurred in the potato-onion warehouse in the launch ghat and Patti area of Tongi Bazar in the capital. In this incident, five units of the fire service are working to extinguish.
