Constitution of JP becomes more dictatorial!

The Jatiya Party's (JP) constitution became even more dictatorial after the party's 9th National Council. The power of the party chairman was further enhanced on serious issues.

Others have nothing to say about many of the party's serious decisions. Even the way of elections for other posts other than the chairman of the party has been blocked a lot. The chairman can step in any position he wants.

This is the essence of what stands for the Jatiya Party's structure in the 9th National Council. In most of the sections, the phrase 'if the chairman thinks so' is added.

In sub-section 3 of Section 12 of the Constitution of the Jatiya Party states - "Or after being elected Chairman of the Council, he shall be empowered to appoint all other posts of the Central Committee."

So far this has been the case. However, the chairman was given the responsibility of voicing the council. On the basis of which the chairman used to form a committee. This culture also exists in other political parties. But the JP made the amendment in the constitution, giving the matter to the chairman in writing.

Again, there is no restriction on the size of the Central Committee. The Chairman of the party can include as many members as possible. In sub-section 3 of Section 12, it is stated that "except this the chairman of the party may include a central member".

The amendment of sub-section 1 (cha) of section 20 has also been made subject to the chairman's desire to increase the Presidium board from the previous limit to 15. The amendment states that the words 'maximum fifteen members' shall be abolished and the word 'needful' will be added to that space.

Amendment of sub-section 2 (ka) of section 20 states, "The Chairman may appoint no more than five co-chairmen in the post of chairman in the party and, if necessary, from the presidium in the post of general secretary, may appoint an 5 additional general secretaries to each division." The Co-Chairmen shall be considered to be members of the Presidium for the title. Here, it is left to the chairman's choice not to appoint an important post as additional secretary general.

The section 2 (ga) states, "If the Chairman deems it necessary, the co-chairmen, the Secretary-General and the Additional Secretary-General may, if necessary, decide on a national and party emergency." Which will be approved later in the Presidium meeting.''

Again the self-contradictory clause is included in the existing constitution. The amendment of section 20 has been added to subsection-1. Here it is said, 'the chief patron: there will be a chief patron the Jatiya Party. He/she will enjoy the highest honor in the party. If he/she attends any meeting of the party, his/her place will be above the chairman. The Chairman may accept his/her advice if any matter is required for the interest of the party or national matter.

In subsection 1 (1) it is said that the chairman of the party shall 'preside over the meeting of the party presidium'. At that meeting nothing was made clear about the dignity of the chief patron. The suggestion of the Chief Patron, Raushan Ershad, has also been relied upon by Chairman’s sweet will.

Sunil Shubha Rai, convener of the Jatiya Party's Constitution Amendment Sub-Committee on the matter, told barta24.com that this is the Jatiya Party's constitution. In a democratic way, the party leaders gave him this power.

Replying to a question as to whether the party chairman's arbitrary power could increase? Sunil Shuba Rai said, "No, why would it?" What he will do for the benefit of the party.

GM Quader has been saying since Ershad's death that he has become chairman of the party, the party will own the leaders. No one here will own the party rather all partymne are the owners of JP. We are performing a specific task for a specific period of time. No more. But many in the party do not see his singular power as a good gesture.

With these new amendments, the party leaders have begun to speak cofidedly. While not saying anything publicly, many have expressed doubts about the chairman's decision. They say that may be GM Quader has been empowered to hold the post in such a way as to prevent Roushan Ershad.

If it is good or then it is well, but it can be worse. How many in tears have left the party in the th council of 2016 due to Ershad's Article 39 of the Constitution when 20/1/ka amendment was brought. That clause still exists. This time added power to chairman of the party. If this absolute power is used by GM Quader for simple receiving complaint without verification is applied, then it will invite worse than good. BNP Standing Committee member Amir Khosru Mahmud Chowdhury has commented that Awami League is taking over history by illegally grabbing power.

After submitting the election expenses of the ruling party, the presidium member of the party, Kazi Zafarullah, said that we had a limit of Tk. 4 crore 50 lakh. The expenditure is less than that.
