Another Ukrainian official said there is a Russian Defense Ministry building next to the site of the attack. The building is the "Office of Special Operations in Ukraine". The attack sent a message that Ukraine could attack the special operations office if it wanted to.
Russia called it a brazen terrorist attack. The Kremlin said it will step up operations in Ukraine. This attack will be avenged.
Meanwhile, in addition to Moscow, Ukraine launched a massive attack on Crimea last Sunday. The Russian Defense Ministry says 17 drones were used in the attack.
