Accidents are increasing day by day due to reckless traffic on the roads. The number of casualties is increasing. Various initiatives and laws have been enacted at the government level to prevent road accidents, but the effect is little.

Bangladesh Road Transport Authority (BRTA) is going to launch special software to prevent this anarchy on the roads.

Through this method the driver will come under punishment for any type of crime. Also, if a certain number of crimes are committed, the license can be revoked. Once a person's license is revoked, he can never apply for a license again. As a result, the concerned officials feel that road order will return and accidents will reduce on the road due to the fear of license cancellation.

According to Bangladesh Road Transport Authority (BRTA) information, 12 points will be allocated against each driving license. Demerit points will be deducted depending on the type of offense under the Road Transport Act.

If 8 points are deducted, you have to wait 2 years for the points to be returned. Driving license will be suspended or canceled if 12 points are deducted in the number of crimes.

If a driver's license is revoked, that driver can never apply again. If a driver has not violated the rules within 6 months, the driver can get 2 points back on appeal. After that, the driver will get 2 more points back if he does not violate any rules for the next 6 months. Even if points are deducted for various offences, there will be a chance to get points back if the rules are not violated under the Road Transport Act.

According to BRTA, this system will be controlled and implemented through software. Various activities have also been initiated to initiate this process. It is also said that work is underway to introduce this system as soon as possible.

Bangladesh Road Transport Authority (BRTA) Road Safety Branch Director Sheikh Mohammad-e-Rabbani told Barta24.com that the system is working. It can't be started until the job is done.

He said, "The police will do something. The database will be entered after understanding the crime. A license will automatically be suspended when all points are deducted. Data entry is mainly done by police. In that case, the police will not enter our office. They will enter from where the crime will be committed. The software that is required for that is being developed.

Rabbani said, 'It is mainly the work of the police; so the police are developing software. We are also working on developing software from here. Once the two software are created, the two will be matched together. Our software is fairly complete. Only when they are made will the two be coordinated together.'

About the process of deducting points, he said, 'Police will deduct points by understanding the type of crime. The details of that license will be in our computer. We can see how many points are deducted from that license and how many points are left. Later, as soon as the points are deducted, the message will go to the license holder's mobile phone. If all the points are deducted, the license will be canceled and the driver will receive a notice.

When asked about how monitoring will be done and who will work on deducting this point, Director Sheikh Mohammad-e-Rabbani said, "Now the police take care of everything on the road. When the new system is introduced, the police will do it. But by updating this system step by step, eventually everything will be controlled through CCTV.”

According to BRTA sources, the deductible points of the drivers will be stored through the software. A Sub-Inspector or Sergeant of Police equivalent to the Authority's Motor Vehicle Inspector or an Executive Magistrate running a mobile court has been asked to deduct points and inform the motorist and the concerned licensing authority for the relevant offence. After being notified, the driver of the concerned motor vehicle will be informed of the matter by documenting the deduction of demerit points.

The driver can apply to the concerned authority for reconsideration within 30 days of the deductibility of demerit points by paying a specified fee. The authority will review the matter within 30 days to exempt the applicant from the point deduction or settle the application by maintaining it.

If the accused driver does not re-offend within 6 months or is not found guilty, the licensing authority will refund 2 points deducted from the demerit points every 6 months in view of his application.

Engineer Shithanshu Shekhar Biswas, director of BRTA's engineering wing, said, "We are trying to digitize the license. As far as I know, manual entry of data is going on before that.

Dhaka Metropolitan Police Additional Commissioner (Traffic) Md. Monibur Rahman said, "The work is going on according to the rules. A coordination meeting with BRTA will be required. When a decision comes through the meeting, we will be able to do things that way.

He said, BRTA will have a database. If any vehicle is found to be irregular, if we take action against the driver of that vehicle, points will be deducted from the database that BRTA will have.

There are many benefits to be gained from this approach. Everyone will flock to a system for fear of license cancellation when points are deducted. Be more conscious about driving, he added.

BRTA Chairman Noor Mohammad Majumdar said about deducting points of driving license, the offenses in which points will be deducted are-

  1. Intentionally blocking the road or otherwise obstructing the movement of other motor vehicles will be deducted 2 points.
  2. 1 point will be deducted for making any noise or blowing the horn or placing any instrument, part or horn in the motor vehicle in excess of the permissible noise level.
  3. 2 points will be deducted for driving a motor vehicle carrying excess weight.
  4. 1 point will be deducted for driving an environment polluting and dangerous motor vehicle.
  5. Violation of traffic signs and signals will result in deduction of 1 point.
  6. 1 point will be deducted if the speed limit of the motor vehicle is out of control.
  7. Violation of the provisions of Section 31 relating to commercial use of motor vehicles will result in deduction of 1 point.
  8. 1 point will be deducted for illegally changing meter of contract carriage or demanding or charging extra fare.
  9. 1 point will be deducted for violation of provisions regarding treatment of injured person in road accident.
  10. 1 point will be deducted if using the highway in case of high speed vehicle entry.
  11. 1 point will be deducted for violation of general rules of motoring.
  12. 1 point will be deducted if you do not use the designated space for motor vehicle parking and passenger or goods transfer.
  13. 1 point will be deducted if you show the fare chart in public transport and demand or collect the fare in excess of the fixed fare.

Points will be deducted depending on the type of crime

- If you break 13 traffic laws, 12 points will be deducted, the license will be cancelled.

- If the license is cancelled, the driver can never apply again.

Opportunity to get points back

- There will also be an opportunity to get points back.

- The driver can get 2 points back by appeal if he does not violate the law within 6 months.
