Under the present constitution real democracy cannot be expected. Jatiyo Party chairman and deputy leader in the Jatiyo Sangsad(JS) GM Kader said that in the present constitutional provisions we cannot practice real democracy.
On Friday (Dec.6) in a discussion meeting he made this comment at Jatiyo Party(JP) office in Banani. H. M. Ershad, founder of JP on this day of 1990 left his power in the face of movement. From the next year JP has been observing the day as the day of Conservation of Constitution’.
GM Kader said that we could not take up the real spirit of parliamentary democracy. As per existing article 70 of the constitution the JS members cannot take an independent decision on the basis of their own conscious. They are supposed to be the party decision; they cannot go outside the party decision, Kader said. Under the present constitution actually JS is not the center of all activities and the ministers are not accountable to JS, Kader said. The members of the Treasury bench cannot oppose the activities of the ministers under the present constitution, Kader added.
GM Kader said that under the present constitution the head of the government is the center point of all activities. So the real democratic practice does not exist. For this reason the people who ruled this country before or after Ershad were called dictator. But unfortunately all called only Ershad as dictator, he said. GM Kader added that to call only as Ershad as dictator is unfair.
Under these circumstances, GM Kader stressed on the need for amending the article 70 of the constitution for achieving real democratic spirit.
The biggest achievement of JP is that in 1990 Ershad left the powering a peaceful environment to uphold the constitution, Kader said. He further said that JP wants to strengthen the democracy and keep the constriction is in tact. He called upon the party workers to reach the message to the people that during Ershad good governance prevailed and the welfare works done during his time is unparalleled.
In connection with the observance of’ Conservation of the Constitution day’ the meeting organized by Dhaka North City unit chaired by unit president SM Faisal Chisty was also addressed among other JP secretary general Mashiur Rahmna Ranga MP, Ziauddin Ahmed Bablu, Syed Abu Hossain Babla MP, Nur e Hasna Lily Chowdhury, Mir Abdus Sabur Asud and Fakhrul Hssan Shahajada.
