Hill economy crumbles for stopping bank loan!

The wheels of the Chittagong Hill Tracts economy are crumbling to crash as bank lending activities are closed in three hill districts on the pretext of silly ground. Hundreds of small and big businessmen are becoming unemployed and banking activities are being hampered and this is affecting the socio-economic development of the country. Although there is no obstacle in the law, this complication has been created by unwittingly withholding permission for land mortgage from the offices of the deputy commissioners of the three hill districts. It is learned that more than 300 mute and mishap cases are pending in Rangamati due to the closure of land registration mutations and miss cases. The traders termed the issue as 'bureaucratic ego' and sought immediate intervention of higher authorities in the matter.

According to the investigation, loan activities worth at least Tk. 130 to Tk. 140 crore are stuck in the three districts due to the silence of the district administrations for land registration complications. Loan activities worth Tk. 50 crore are stuck in the market fund areas of Rangamati. Meanwhile, the members of Rangamati Chamber complained that at least 40 established businessmen have already left Rangamati and gone elsewhere as they could not take loans.

Some managers of different banks in Rangamati said that it is not possible to create new entrepreneurs in this complex. In this situation, the standard of living of the people of this district is declining as the pace of trade and commerce has slowed down.

It is learned that the government land market fund has been included in the market fund act and the settlement has been provided in favor of the citizens as per the proper rules but surprisingly the DC of Khagrachhari has referred to these lands as khas land. A bank official, who did not want to be named, claimed that the misunderstanding was due to the fact that some sections of the had been read and some sections had not been read by Khagrachari DC.

Talking to the Ministry of Hill Tracts, the three Hill District Councils, the three district administrations and the bank officials, it is learned that the authority to register the borrower's agreement with the bank rests with the deputy commissioners in the hill districts. This rule is in accordance with Section 12 (2) of the Chittagong Hill Tracts Rules of 1900. In the remaining 61 districts, the no-objection of the Sub-Registrar is sufficient for bank loans. But the agreement was made with the prior permission of the hill administrator and the agreement was registered by one of his magistrates. In 2016, the then Rangamati Deputy Commissioner Manjarul Mannan first questioned the process and stopped the loan agreement approval process. Later, however, it was opened after Nana Den Darbar.

Abdul Wadud, president of the Rangamati Chamber of Commerce, said, "In 2017, for the first time, Deputy Commissioner Manjarul Mannan suspended the settlement of land registry mutations and false cases in the market fund area." Later, if we want to move towards the movement, DC Manjarul Mannan called 5 directors of Rangamati Chamber through his assistant to his office and assured us to continue the settlement of mute and false cases on the condition of grant to the beggar fund. We provide grants to the beggar fund and the process is initiated. Unfortunately, he was transferred a few days later. Later, during the tenure of DC Mamunur Rashid, he stopped the land loan approval activities in the Rangamati Bazar Fund area in 2019, citing the Bandarban and Khagrachhari deputy commissioners. As a result, at least 2,000 small and big traders / investors of Rangamati are on the verge of extinction as the loan process is stuck.

It is learned that former State Minister Dipankar Talukder, an MP elected from Rangamati, had repeatedly urged former deputy commissioner Mamunur Rashid at the district law and order meeting to come to a quick decision on the issue. But even that did not work.

According to the 2019 data search, the Deputy Commissioner of Khagrachhari stopped the loan proposal approval and registration process on the basis of DC Manjarul Mannan. Khagrachhari Deputy Commissioner Pratap Chandra Biswas raised the issue of depositing money in the district administration fund at a stage of non-negotiation with the traders and questioned the legality of giving loan against the land settled in the market fund area in October 2019, referring to the settled land as khas land. He sent the letter. (Memorandum No. 05.42.4700.020.18.025.19-603. Date: 14/10/2019). Later, in the light of the letter of the Deputy Commissioner of Khagrachhari, Deputy Secretary Asma Taskin sought the opinion of the three Hill District Councils through a letter dated 08/11/2019 from Memorandum No. 29.00.000.214.28.232.2019-18 from the Ministry of Chittagong Hill Tracts Affairs. .

In the light of the letter, the then Chairman of Rangamati District Council, Brish Ketu Chakma, hastily mentioned the importance of the issue and sent his positive opinion (Memorandum No. 01.29.2019 (2nd volume) 326B dated 18/12/2019. Khagrachhari District Council Chairman and Market Fund Administrator Kanjari Chowdhury (then) also replied to the letter given by the Hill Ministry on 8/01/2020 AD on the basis of Memorandum No. 29.237.018.33.05.000.2019-23 / B. In his opinion, the Deputy Commissioner said that it was unfortunate that the land settled under the law was referred to as khas land. Kanjari also commented that imposing such an obligation would disrupt the public interest in the area. Although the district councils sent their views very quickly, the matter was not taken up.

Rangamati Deputy Commissioner Mizanur Rahman said, "The process of approving and renewing bank loan agreements is closed in all the three hill districts." I came to know that a letter has been sent from the Ministry of Chittagong Hill Tracts seeking the opinion of the Ministry of Land. The Ministry of Land should inform us in writing about the matter. But we have not received any instructions yet. '

He added: "I have been investigating since I joined. I am not aware of the stagnation of trade. If necessary, I will take the necessary steps again by drawing the attention of the Ministry of Chittagong Hill Tracts.”

   

Admission test qualifiers in CU will have to undergo dope test

Chattogram University (CU) administration has decided to conduct a dope test for the students who qualified in the admission test. If the dope test report is positive, the administration will cancel the nomination.

On Sunday (05 May) in a meeting of the Deans Committee chaired by CU Vice-Chancellor Professor Md Abu Taher this decision of dope test was taken.

According to the decision, the students will have to pass the dope test before final admission to CU. The entire process will be completed at Chattogram Medical College Hospital(CMC).

CU Vice Chancellor Professor Md. Abu Taher confirmed the matter. The VC told the media that drugs are destroying our society, family and culture. So we have decided to conduct a dope test for students who have passed the admission exam this year. First, those who have successfully cleared the admission test, will be subjected to a dope test. We will then gradually roll out our other students, faculty and staff to ensure accountability and transparency.

The Vice-Chancellor also said that we have spoken to CMC Hospital to start this process. It is not yet clear who will bear this cost. But we are trying to fix a limit—Tk. 200 to Tk. 500.

Professor Siraj Ud Daula, Dean of the Faculty of Sociology told the media, 'We have taken this initiative in the interest of the country. All male and female students are required to submit their blood or urine sample and the results of the test will be submitted to the administration for final tabulation. If someone is positive, then he/she cannot get admission.'

It should be noted that a dope test or drug test is to check whether a specific drug is present in the body of an animal from a sample of any part of its body. Those who regularly take drugs or alcohol, some amount of these addictive substances remain in their bodies. And that was caught through the dope test. A medical test is done to check whether a person is addicted to drugs or not.

In this case, a sample of the person's urine or blood, and sometimes both, is tested. Drug samples can be obtained from oral saliva in the last 1 week, blood samples in the last 2 months, hair samples in the last 12 months or 1 year.

The President directed the authorities to increase the quality of education in the University

To increase the quality of education, the president Md. Shahabuddin has ordered to strengthen the supervision activities of the appropriate authorities of the University.

The President said, "In addition to the expansion of higher education, it is very important to ensure the quality of education." The overall supervision of the relevant authorities of the Universities can play an important role in the spread of higher education across the country.

President and Chancellor of Universities Md. Shahabuddin said this during a courtesy meeting on Monday (May 6) at Bangabhaban with a delegation of National University.

After the meeting, the President's press secretary Zainal Abedin told the reporters, "At the meeting, the delegation informed the President about various work plans including the educational programs of the university."

National University Vice-Chancellor Professor Dr. Md. Moshiur Rahman the delegation of four members also included Pro- VC Architect Dr. Nizamuddin Ahmed, Treasurer Professor Abdus Salam Howlader and Registrar Mullah Mahfuz Al-Hossein.

The press secretary said that the delegation has invited the President to attend the second convocation of the National University.

President said that students can get a higher degree and establish themselves in the national and international arena, and emphasized on formal education programs as well as non-formal education programs.

The Chancellor of the University directed the authorities to take effective steps for higher training of teachers in the National University. He also suggested introducing skill-based programs along with education programs.

'Engineers need to play a more effective role in food and energy security'

Prime Minister Sheikh Hasina said that engineers have to play a more effective role in environmental development, implementation of delta plan, fourth industrial revolution, construction of suitable infrastructure to deal with climate change and its adverse effects and achieving food and energy security.

She said, "I expect that engineers will play an important role in building a developed-rich smart golden Bangladesh of the Father of the Nation's dream by 2041."

She said this in a speech on Monday (May 6) on the occasion of the 76th anniversary of the Institution of Engineers, Bangladesh (IEB) and 'Engineers Day' tomorrow.

The Prime Minister said, "I extend my best wishes and congratulations to all concerned on the occasion of the 76th anniversary of the Institution of Engineers, Bangladesh (IEB) and 'Engineers Day'."

She said that the greatest Bengali of all time, Father of the Nation Bangabandhu Sheikh Mujibur Rahman got the time to run the country for only 3 years 7 months 3 days after independence. During the war of liberation, Pak invading forces destroyed 278 railway bridges and 270 road bridges. He re-established communication by repairing and building roads, road-bridges, railways, rail-bridges destroyed in the war. In addition to repairing the damaged road bridges, Bangabandhu's government constructed about 490 kilometers of new roads. Bangabandhu Sheikh Mujib rebuilt the war-torn country in the fastest possible time. Engineers were one of the main associates of Bangabandhu in this work.

The Prime Minister said that the Awami League government has been responsible for running the country since 2009 and has implemented comprehensive programs for the development of road, rail, marine and communication infrastructure including Padma Bridge, Metro Rail, Elevated Expressway, Bangabandhu Tunnel, LNG Terminal, Rooppur Nuclear Power Project, 100 Special Economic Zones in the country. The Engineers have been  playing a key role in implementing these development activities.

She also said that our government is always on the side of engineers. During the period 1996-2001 we have registered 10 bigha land in Ramna for construction of IEB building. Besides, we have allocated Tk. 5 crore to start the building work, 72 bigha of land for construction of Engineering Staff College in Daudkandi, Tk. 46 crore to start the construction work of the 2nd phase of Staff College, KDA land allocation for Khulna center, 2 bigha for IEB in Purbachal. Land, provided land for Rangadia, Mymensingh, Faridpur, Dinajpur centers and Feni and Cox's Bazar sub-centres. I have allocated a total of Tk. 46 crore for the IEB building.

The Prime Minister wished for the overall success of all the programs undertaken on the occasion of the 76th anniversary of the Institution of Engineers, Bangladesh (IEB).

Minister of Social Welfare Dr. Dipu Moni said, entry of disabled people should be ensured in every sector. It should be ensured that they can freely enter vehicles, roads, bazaars and all institutions.

She said this while speaking as the chief guest at a function organized by the Society for the Welfare of Autistic Children (SWAC) on the occasion of the 17th World Autism Awareness Day 2024 at the Liberation War Museum auditorium in Agargaon of the capital on Monday (May 6).

Chaired by SWAC Subarna Chakma, the event was attended by, as special guests, President of the Parliamentary Standing Committee on Ministry of Forest, Environment and Climate Change Dipankar Talukdar and Senior Vice President of FBCCI Md. Amin Helali.

The minister said that the Prime Minister's daughter, World Health Organization Regional Director Saima Wazed has played a pioneering role in creating awareness about autism in Bangladesh. As chairperson of the National Advisory Committee on Autism and Neurodevelopment Disorders, she has led the way in creating awareness and policy. She is largely responsible for the positive change that has taken place among people today regarding NDD and autism in the country. Autism awareness is being created among ordinary families in Bangladesh today and they are able to identify their child's disability. The government is standing by them with training and medical services. But we have to go further. I offer my respect and regards to the parents. Only they know how many obstacles they have to overcome constantly. I also salute the special teachers, and caregivers who are dedicated to working for these special children.

The minister said that the government, in order to create awareness about autism and proper management of their lifestyle, training, medical assistance, rehabilitation, Neuro Developmental Disabilities Protection Trust Act 2013, Rights and Protection of Persons with Disabilities Act 2013, Neuro Developmental Disabilities NDD Protection Trust Rules 2015, Rights and Protection of Persons with Disabilities Rules 2015, Bangladesh Rehabilitation Counseling Act 2018, and Disability Special Education Policy 2019.

From the formulation of these laws and regulations and related activities, we can see how our present government is playing a leading role in protecting the rights of people with disabilities which will be written as a glorious chapter in the history of Bangladesh.

Under the NDD Protection Trust, activities are underway to establish 14 Autism and NDD Service Centers as a project in 14 locations in the country in the current financial year 2023-24. The minister also said that the process of establishing eight medical, educational and rehabilitation centers in eight divisions of the country is ongoing.
