'Don't see the gas but paying the bill correctly'

"What's the benefit of reporting and doing something digital?" Everything is digital why should it be left out. Electricity is being sold in batches in Parliament. I don't see the gas, but I pay the bill correctly. Where is this money going? Umme Hani Nipa, who lives in Mirpur of the capital, was speaking about the regret of everyone's money.

Gas shortage has occurred in several areas of the capital like Mirpur. Among them, the most acute gas crisis is in Narinda, Sutrapur, Gandaria, Jatrabari, Manikdi of Dhaka Cantonment, Demra, Lalbagh, Shanirakhra, Gobindpur, Matuail Mohammadpur, Kamrangichar, Mahakhali, Pallabi, Kafrul, Shewrapara, Rayerbagh, Bhooter Goli, Green Road, Kalabagan, Kathalbagan, In several other areas of the capital including Moghbazar, Basabo, Arambagh, Postgola, Malibagh, Rampura, Badda and Mugda.

Zubair Hossain lives with his family in Demra of the capital, works in a private company. In a family of four, two sons and a daughter go to school in the morning, leave for office themselves, but due to lack of gas, they often have to leave without eating in the morning. However, with the arrival of winter, the crisis has intensified.

He said to Barta24.com that he has been suffering from this problem for the last four years, "First it used to come around 8-9 in the morning and it used to come between 2-3 in the afternoon. After a few days, he went in the morning and came in the evening. A few days after that. He used to come around 11-12 at night and leave around 5 in the morning. It doesn't come anymore. But Alhamdulillah, the bill is being taken properly.

A resident of Narinda, who did not wish to be named, told Barta24.com, "There is no gas in whole day. Can't cook rice and curry, can't heat it alone. In the past one week, I have bought and eaten rice and curry from the bazaar. There is no other cooking stove except gas. We need gas to survive. I do it like this and I don't care. My life is not lost like this. How much do we want this state of development of the government?

Barta24.com reporter also talked to residents of different areas of the capital. They also said much the same thing, but even though there is no severe gas crisis in all areas, the residents said that the gas pressure is low. Many complain that even if there is gas at night, the gas pressure is decreasing before dawn. So somehow they are forced to get up early in the morning to cook. And if they can't wake up for any reason, then they have to make alternative arrangements.

So much for gas given to homes. The owners of CNG and industrial plants are also not relieved. They also have to face the gas crisis; the production is disrupted, in many cases the production cost is also increasing for the owners. If the gas crisis continues like this, there is a fear of disruption of power generation.

BKMEA Executive President Mohammad Hatem told Barta24.com that the factories are closed due to gas problems. Our factories are closed due to gas problems. If there is no solution to the gas crisis, we may have to announce a shutdown. There has been little assurance from the government, saying the crisis is unlikely to be resolved before 2026. However, it has promised to improve the gas crisis from February.

In response to the question whether the cost of production is increasing due to the gas crisis, Mohammad Hatem said, if there is production, the cost will increase, what will happen if there is no production? I can't pay my bank debt, I can't pay my workers and the crisis is getting deeper and deeper.

It is known that Bangladesh has an average demand of about 3,715 million cubic feet of gas per day. But the gas companies are not able to supply that amount of gas. Due to which energy experts are saying that there is a shortage of one and a half million cubic feet of gas every day. However, Petrobangla says there is a shortage of 1,000 million cubic feet of gas per day in the country.

The most demand for gas in Bangladesh is in the power sector. As Petrobangla, the demand of gas for power generation in the current year will be about 150 million cubic feet. However, the production capacity is 2240 million cubic feet. Against that, only 750-800 million cubic feet of gas is being supplied which is only 40 percent of the total production capacity.

According to the sources of Petrobangla, the only gas company in Bangladesh, the total amount of gas reserves in the current wells discovered in the country is 8.68 trillion cubic feet which is able to meet the demand of gas for the next ten years. On the other hand, about two thousand million cubic feet of gas is being extracted daily from 22 gas fields of the country. As a result, the government has no choice but to import.

In such a situation, energy experts say, for a permanent solution to the gas crisis, emphasis should be placed on gas exploration in the sea and on land. If BAPEX does not have that capability, foreign companies will have to be involved in gas exploration if necessary. If new gas fields are not discovered then this crisis can never be overcome.

Experts also say that the main reason for the gas crisis is the decrease in fuel production and import dependence. Due to which the production is disrupted and due to the dollar crisis, the government is not able to increase the import. As a result, they mainly see the energy crisis as the biggest challenge in front of Bangladesh.

State Minister for Power, Energy and Mineral Resources Nasrul Hamid said that international tenders will be called for offshore gas exploration this year. One hundred more wells will be dug in twenty five years. I am hopeful that within two years we will add another 500 million.

Dr. Badrul Imam, professor of geology department of Dhaka University and energy expert, told Barta24.com that the main reason for the gas crisis is that gas production has not increased according to demand but has decreased. Our production has been declining for several years. Our problem is that the production did not increase as per our demand rather it has decreased.

Due to the breakdown of two privately imported ships, they are also unable to provide sufficient supplies. All this has reduced the supply of gas resulting in a gas crisis.

He said, as a result, industries are not getting gas; many people are not getting gas in their homes. But next summer will be bigger if gas supply is not increased. Because many power plants are dependent on gas. Then the load shedding will increase a lot. As a result, next summer may be very critical.

Stating that production should be increased to overcome the gas crisis, he further said that production can be increased in two ways, new wells should be dug, new gas fields should be discovered and production should be increased where there are wells.

   

Admission test qualifiers in CU will have to undergo dope test

Chattogram University (CU) administration has decided to conduct a dope test for the students who qualified in the admission test. If the dope test report is positive, the administration will cancel the nomination.

On Sunday (05 May) in a meeting of the Deans Committee chaired by CU Vice-Chancellor Professor Md Abu Taher this decision of dope test was taken.

According to the decision, the students will have to pass the dope test before final admission to CU. The entire process will be completed at Chattogram Medical College Hospital(CMC).

CU Vice Chancellor Professor Md. Abu Taher confirmed the matter. The VC told the media that drugs are destroying our society, family and culture. So we have decided to conduct a dope test for students who have passed the admission exam this year. First, those who have successfully cleared the admission test, will be subjected to a dope test. We will then gradually roll out our other students, faculty and staff to ensure accountability and transparency.

The Vice-Chancellor also said that we have spoken to CMC Hospital to start this process. It is not yet clear who will bear this cost. But we are trying to fix a limit—Tk. 200 to Tk. 500.

Professor Siraj Ud Daula, Dean of the Faculty of Sociology told the media, 'We have taken this initiative in the interest of the country. All male and female students are required to submit their blood or urine sample and the results of the test will be submitted to the administration for final tabulation. If someone is positive, then he/she cannot get admission.'

It should be noted that a dope test or drug test is to check whether a specific drug is present in the body of an animal from a sample of any part of its body. Those who regularly take drugs or alcohol, some amount of these addictive substances remain in their bodies. And that was caught through the dope test. A medical test is done to check whether a person is addicted to drugs or not.

In this case, a sample of the person's urine or blood, and sometimes both, is tested. Drug samples can be obtained from oral saliva in the last 1 week, blood samples in the last 2 months, hair samples in the last 12 months or 1 year.

The President directed the authorities to increase the quality of education in the University

To increase the quality of education, the president Md. Shahabuddin has ordered to strengthen the supervision activities of the appropriate authorities of the University.

The President said, "In addition to the expansion of higher education, it is very important to ensure the quality of education." The overall supervision of the relevant authorities of the Universities can play an important role in the spread of higher education across the country.

President and Chancellor of Universities Md. Shahabuddin said this during a courtesy meeting on Monday (May 6) at Bangabhaban with a delegation of National University.

After the meeting, the President's press secretary Zainal Abedin told the reporters, "At the meeting, the delegation informed the President about various work plans including the educational programs of the university."

National University Vice-Chancellor Professor Dr. Md. Moshiur Rahman the delegation of four members also included Pro- VC Architect Dr. Nizamuddin Ahmed, Treasurer Professor Abdus Salam Howlader and Registrar Mullah Mahfuz Al-Hossein.

The press secretary said that the delegation has invited the President to attend the second convocation of the National University.

President said that students can get a higher degree and establish themselves in the national and international arena, and emphasized on formal education programs as well as non-formal education programs.

The Chancellor of the University directed the authorities to take effective steps for higher training of teachers in the National University. He also suggested introducing skill-based programs along with education programs.

At that time, the concerned Secretaries of the office of the President were present.

'Engineers need to play a more effective role in food and energy security'

Prime Minister Sheikh Hasina said that engineers have to play a more effective role in environmental development, implementation of delta plan, fourth industrial revolution, construction of suitable infrastructure to deal with climate change and its adverse effects and achieving food and energy security.

She said, "I expect that engineers will play an important role in building a developed-rich smart golden Bangladesh of the Father of the Nation's dream by 2041."

She said this in a speech on Monday (May 6) on the occasion of the 76th anniversary of the Institution of Engineers, Bangladesh (IEB) and 'Engineers Day' tomorrow.

The Prime Minister said, "I extend my best wishes and congratulations to all concerned on the occasion of the 76th anniversary of the Institution of Engineers, Bangladesh (IEB) and 'Engineers Day'."

She said that the greatest Bengali of all time, Father of the Nation Bangabandhu Sheikh Mujibur Rahman got the time to run the country for only 3 years 7 months 3 days after independence. During the war of liberation, Pak invading forces destroyed 278 railway bridges and 270 road bridges. He re-established communication by repairing and building roads, road-bridges, railways, rail-bridges destroyed in the war. In addition to repairing the damaged road bridges, Bangabandhu's government constructed about 490 kilometers of new roads. Bangabandhu Sheikh Mujib rebuilt the war-torn country in the fastest possible time. Engineers were one of the main associates of Bangabandhu in this work.

The Prime Minister said that the Awami League government has been responsible for running the country since 2009 and has implemented comprehensive programs for the development of road, rail, marine and communication infrastructure including Padma Bridge, Metro Rail, Elevated Expressway, Bangabandhu Tunnel, LNG Terminal, Rooppur Nuclear Power Project, 100 Special Economic Zones in the country. The Engineers have been  playing a key role in implementing these development activities.

She also said that our government is always on the side of engineers. During the period 1996-2001 we have registered 10 bigha land in Ramna for construction of IEB building. Besides, we have allocated Tk. 5 crore to start the building work, 72 bigha of land for construction of Engineering Staff College in Daudkandi, Tk. 46 crore to start the construction work of the 2nd phase of Staff College, KDA land allocation for Khulna center, 2 bigha for IEB in Purbachal. Land, provided land for Rangadia, Mymensingh, Faridpur, Dinajpur centers and Feni and Cox's Bazar sub-centres. I have allocated a total of Tk. 46 crore for the IEB building.

The Prime Minister wished for the overall success of all the programs undertaken on the occasion of the 76th anniversary of the Institution of Engineers, Bangladesh (IEB).

Minister of Social Welfare Dr. Dipu Moni said, entry of disabled people should be ensured in every sector. It should be ensured that they can freely enter vehicles, roads, bazaars and all institutions.

She said this while speaking as the chief guest at a function organized by the Society for the Welfare of Autistic Children (SWAC) on the occasion of the 17th World Autism Awareness Day 2024 at the Liberation War Museum auditorium in Agargaon of the capital on Monday (May 6).

Chaired by SWAC Subarna Chakma, the event was attended by, as special guests, President of the Parliamentary Standing Committee on Ministry of Forest, Environment and Climate Change Dipankar Talukdar and Senior Vice President of FBCCI Md. Amin Helali.

The minister said that the Prime Minister's daughter, World Health Organization Regional Director Saima Wazed has played a pioneering role in creating awareness about autism in Bangladesh. As chairperson of the National Advisory Committee on Autism and Neurodevelopment Disorders, she has led the way in creating awareness and policy. She is largely responsible for the positive change that has taken place among people today regarding NDD and autism in the country. Autism awareness is being created among ordinary families in Bangladesh today and they are able to identify their child's disability. The government is standing by them with training and medical services. But we have to go further. I offer my respect and regards to the parents. Only they know how many obstacles they have to overcome constantly. I also salute the special teachers, and caregivers who are dedicated to working for these special children.

The minister said that the government, in order to create awareness about autism and proper management of their lifestyle, training, medical assistance, rehabilitation, Neuro Developmental Disabilities Protection Trust Act 2013, Rights and Protection of Persons with Disabilities Act 2013, Neuro Developmental Disabilities NDD Protection Trust Rules 2015, Rights and Protection of Persons with Disabilities Rules 2015, Bangladesh Rehabilitation Counseling Act 2018, and Disability Special Education Policy 2019.

From the formulation of these laws and regulations and related activities, we can see how our present government is playing a leading role in protecting the rights of people with disabilities which will be written as a glorious chapter in the history of Bangladesh.

Under the NDD Protection Trust, activities are underway to establish 14 Autism and NDD Service Centers as a project in 14 locations in the country in the current financial year 2023-24. The minister also said that the process of establishing eight medical, educational and rehabilitation centers in eight divisions of the country is ongoing.
