ICC arrest warrant against top Russian commanders
The International Criminal Court (ICC) has issued arrest warrants against two top officers of the Russian Armed Forces on charges of war crimes in Ukraine.
The two Russian commanders are the country's army Lieutenant General Sergei Kobylash (58) and Navy Admiral Viktor Sokolov (61). The ICC has issued arrest warrants against Russian officials in the second phase of the war in Ukraine.
Earlier, the ICC issued arrest warrants against Russian President Vladimir Putin and Russian Children's Commissioner Maria Lvova-Belova in March last year.
However, Russia has not yet recognized the ICC. This means that the possibility of these individuals ever being extradited to face trial as a result of the issuance of these ICC arrest warrants is very slim.
The ICC said the two Russian military officers for whom arrest warrants have been issued are accused of launching a missile attack on Ukraine's electricity infrastructure. Members of their subordinate military forces launched these missiles into Ukraine.
According to data provided by the ICC, between October 2022 and March 2023, these attacks targeting civilian infrastructure in Ukraine caused extensive damage.
The court said the two men were each guilty of war crimes for attacking civilian objects and also charged with inhumane acts of crimes against humanity.
Moscow has denied targeting civilian infrastructure in Ukraine in the past.
