Long-term reforms are not possible without stability: Dr. Debapriya
Dr. Debabriya Bhattacharya, head of the White Paper Preparation Committee, has commented that long-term reforms cannot be carried out unless the country's economic and political stability is ensured.
He said that during the previous government's tenure, the entire structure had turned from crony capitalism to a system of thieves. And the source of this was the 2018 elections. The place of transparency has been destroyed in the subsequent elections. He advised the current government to prepare an action plan for the next 2 years.
Dr. Debapriya said this at a press conference organized by the White Paper Preparation Committee to highlight the corruption of the Awami League government in the past 15 years at the Planning Ministry in Agargaon in the capital on Monday (December 2).
Stating that 10 percent of the country's people have enjoyed 85 percent of the wealth during the Awami government's tenure in the past 15 years, he said that 40 percent of the money in the name of development budget has been embezzled (corruption).
Dr. Debpriya Bhattacharya, head of the White Paper Preparation Committee, said that even in the current context of Bangladesh, the United Nations believes that Bangladesh's economy is sufficient to exit the list of least developed countries. There is no obstacle on the way to becoming a developing country.
He said that before the next national budget comes, the current government must clarify what initiatives it will take to reform the country's economy. More responsibility must be brought. At first glance, it seems that this government will not be in charge for five years. However, at least the next two years' work plan must be in front.
Debpriya Bhattacharya said that the 400-page long white paper in 30 chapters has revealed how crony capitalism has given birth to oligarchs, how they have controlled policymaking. Debpriya also said that 85 percent of the country's wealth is being enjoyed by 10 percent of the people.
Dr. Abu Yusuf, a member of the White Paper Preparation Committee, said that the revenue collection is not as high as the Board of Revenue claims. Even if someone dies, there is no effective process to determine what happens to that certificate or number. The Board of Revenue could not provide it to the committee. There is no proper framework for how tax exemptions were given to various individuals, groups or sectors.
Another member of the committee, Dr. Tasneem Siddiqui, said that extra money was taken from people for immigration. He said that money was also laundered through immigration.
Dr. Selim Raihan said that strong initiatives should be taken in sectors where reforms are needed.
Dr. Imran Matin said that 85 percent of the wealth is held by 10 percent of the people. Poverty alleviation that will end with a tap is not called an effective initiative.
Committee member Dr. Mustafizur Rahman said that the money that was embezzled through mega projects has remained a burden on the shoulders of the next generation.
Dr. Zahid Hossain said that the macro-economy must be stabilized. Accountable administration must be ensured.
Taufiqul Islam Khan said that there are major gaps in government data.
